Yes cream is 100% part of milk. think of it this way cream and milk is like water and oil.

Milk fresh from the cow has fat in it. The part of the milk that carries the most of the fat is called cream. By definition, cream needs to be at least 18% fat. Milk normally has 4% fat. So it is not exactly right to say that cream is made from milk, it is more that raw fresh milk CONTAINS cream, most of which is separated out early in processing. The reason that they are separated in the ingredients is quite simple really. Some ice creams are made with added cream, while others have only the cream contained in the milk. Even full cream milk has only a small amount of cream in it, so extra cream is often added to make the ice cream richer.
